I think the best thing to use is wheat paste, but start really soon because it has to dry. To make wheat paste dissolve 1 cup of flour in 4 cups of water and boil for a few minutes. Let it cool and use strips of paper dipped in the paste to make your mask. To get a smoother texture, it should be pretty smooth anyway, you smear a layer or two of just paste at the end.

When you dissolve the flour into the water, add the water to the flour slowly so you don't have to deal with lumps. How do i make a smooth paper mache type venetian mask help quick!?
Strips of newspaper and white glue. Don't worry about the texture, except to get the bubbles and wrinkles out, until it's dry. Then sand it with a very fine sand paper. Plaster of paris is more work to smooth, while it does dry faster. Glue is slow to dry, but light weight to wear. Now YOU better get going right now.
